That's not a smart idea. I assume your a female, so what facial hair do you have? If it's a little on the lip, I recommend you wax it. Once you shave anything on your face, the hair grows 3x the growth rate. The tiny little hairs from the roots, become very thick and dark. It'll look like a 5 o' clock shadow for a man. That's really unattractive. Just go wax it. Save yourself the embarassment.

If you shave the hair, it will grow back thicker and faster and more noticable. then you'll have to shave it again which will make it come back even thicker and faster, and so on and so forth. and frankly, that doesn't look good on a girl.

It would come back. If you are looking for a permanent solution you should try waxing, overtime the hair will begin to come back thinner and thinner. as it has a chance to take the root with the hair when it is pulled out.

Also laser hair removal is a good option as it destroyes the root and folical overtime.
