No, not necessarily. I don't have chest hair and I'm 26 but I've had facial hair since I was 17, of course I shave. Besides, it may be hereditary, but why would you want chest hair?

My dad is American Indian, and my brother didn't start getting facial hair until he was like...19.....and even then it was...sparse.

possibly, or you could just get very little hair on your body, puberty is different for everyone and some people just don't get much body hair at all

when i turned 17 i was just getting chest and face hair and now i am 18 and it still hasnt grown that much. i believe it is normal or at least i hope so.

I could be late puberty, but think about it maybe you are almost done/done puberty. Do your parents tend to have much facial hair and/or chest hair? You might still grow some hairs on your body but it won't be anything that noticible, I don't wanna get in to the facts on your armpit hair or pubic hair but thoughs are huge signs of puberty starting.

It all depends upon hormone's. Puberty is different thing Dude, do you have pubis hair and can you experience wet dream then you are into your puberty.
Less hair is not a problem , if you want to grow facial and chest hair, eat lots of onion.

I wouldn't be worried. I am nearly 19 years old and I have absolutely no chest hair. Facial hair have just begun showing up. If you really want facial hair try shaving, it should then grow out quicker I believe.

Little facial hair and no chest hair is normal for some ethnicities. I think there are better signs to indicate a normal puberty such as growing taller, muscle and shoulder development, and voice deepening. They are very common for males, but facial and chest hair vary quite a bit.
I am now in my 30's and got facial hair at 18 and the few chest hairs that you could count on one hand started growing sometime in my 20s.

its normal-don't worry about it. there are guys out there who are like late twenties and have no facial hair let alone a chest hair.
