She likely knows already that she has facial hair, and she can't just go and shave it like a fella could, no, their are other more expensive, potential harmful and usually painful alternatives that she would have to choose from. Most American ladies shave their legs, but not all I guess. Why would you want to suggest such a thing unless she asks your opinion? I think it would be perceived as rude, even if you mean well, and worse than rude, it would probably make her more self-conscious and hurt her feelings, even make her mad. Unless she asks your opinion, perhaps you should just not say anything about it to her. (I don't know what level of acquaintance/friendship you have with her, so I'm just supposing she is someone that you don't know very well).

As for facial hair, that's a more touchy subject. Maybe, after kissing her, you lightly touch her face where the hair is and concentrate on that area until she brings up the subject of facial hair herself, then proceed as above.
